Customs commissioner Ariel Nepomuceno ordered a shorter processing period for valuation requests under the Import Assessment Service (IAS) from five working days to three upon receipt of complete documentary requirements.

The mandate to release IAS clearance within three working days under a memo signed by Nepomuceno on April 14 aims to ensure a more predictable and streamlined valuation process for stakeholders, BOC said in a statement.

Under the Assessment and Operations Coordinating Group, IAS is in charge of monitoring the assessment of imported goods. Certain commodities are required to secure IAS clearance prior to their release from customs custody.

The memo further provides that in cases where the IAS is unable to issue clearance within the prescribed period, concerned ports may proceed with the processing and release of shipments, subject to full compliance with existing customs laws, rules, and complete documentary requirements.

IAS also initiated the reduction of required signatories for IAS clearance from four to three, in compliance with the Anti-Red Tape Authority guidelines, further expediting internal processing.

“We must ensure that valuation concerns are acted upon within the prescribed period. Delays in processing must be minimized, and all units are expected to exercise diligence and urgency in the submission and evaluation of complete requirements to ensure that trade flows without unnecessary interruption,” Nepomuceno said.

He stressed the need for timely submission of complete and accurate documents and prompt action on valuation concerns to ensure efficient issuance of value recommendations and the smooth movement of goods.

BOC said the directive reinforces the agency’s commitment to operational efficiency, improved service delivery, and the prompt resolution of delays in customs processing.
