Hactl bags 15-year franchise renewal for HK airport cargo handling

Hong Kong Air Cargo Terminals Limited (Hactl) has secured a 15-year extension of its cargo handling franchise at Hong Kong International Airport (HKIA), reinforcing its long-term commitment to Hong Kong’s aviation and logistics sector.

Under the agreement signed with the Airport Authority Hong Kong, the renewed franchise will take effect in July 2028 upon the expiry of the current concession and will run through 2043, Hactl announced.

The extension enables Hactl, Hong Kong’s largest independent air cargo terminal operator, to continue providing cargo handling services at HKIA while supporting the airport’s position as one of the world’s leading air cargo hubs.

“The signing of this new agreement marks an important milestone for Hactl, underscoring our commitment to Hong Kong and our global outlook, while reaffirming our long-term support for the city’s air cargo industry,” said Frosti Lau, chief executive of Hactl.

“We will continue to invest heavily, with at least HKD 1 billion allocated to modernizing infrastructure, deploying new technologies, and further embedding ESG principles into every facet of our operations — ensuring superior services while driving sustainable development,” Lau added.

The planned investments will focus on upgrading facilities, accelerating digital transformation, and strengthening sustainability initiatives as the company prepares for future growth in cargo demand.

Lau expressed confidence in the long-term prospects of Hong Kong’s air cargo industry, citing the completion of major airport expansion projects under the Three-Runway System.

“With the completion and commissioning of the third runway, Terminal 2, and other facilities under the Three-Runway System, coupled with the government’s strong backing, we are highly confident in the future of the air cargo industry. We will continue to leverage innovation and sustainability to actively align with Hong Kong’s positioning as an international aviation hub under the National 15th Five-Year Plan, reinforcing air cargo as a vital pillar of Hong Kong’s economic development,” he said.

Hactl operates the highly automated SuperTerminal 1 facility at HKIA, which has an annual cargo handling capacity of 3.5 million tonnes. Since its establishment in 1976, the company has played a significant role in developing the airport into a global air freight gateway.

The company holds a range of international industry certifications, including ISAGO, WHO Good Distribution Practice, and all four International Air Transport Association Center of Excellence for Independent Validators certifications covering pharmaceuticals, fresh produce, live animals, and lithium batteries.

Hactl employs approximately 2,200 personnel and serves more than 100 airlines and 1,000 freight forwarders through its cargo handling operations and proprietary COSAC-Plus cargo management system.
