The Philippine Ports Authority (PPA) has created a special takeover unit (STU) to operate and manage cargo-handling and other services at Abra de Ilog port, the main seaport in Occidental Mindoro handling roll-on/roll-off and passenger traffic.
The PPA-Abra de Ilog Port Services (ADIPS) was created through PPA Memorandum Order (MO) No. 013-2026 to ensure the continuous and uninterrupted cargo-handling and other related services in a more efficient manner.

Aside from managing and operating the port, ADIPS’ functions include, among others, utilizing the present labor force under a contract of service, and collecting the existing cargo-handling fees, rental rates and other charges of the port.
The management, supervision and control of the ADIPS will be under the port manager of the PPA Port Management office Mindoro, to be complemented by PPA officials and employees as the general manager may hereafter designate.
PPA MO No. 013-2026 took effect August 1, 2026 and will remain in force unless otherwise revoked or amended, as circumstances may warrant, or until a contract or notice to proceed is issued to the winning bidder for the port’s port terminal management.
PPA has been creating STUs over the past years to take over the operation of ports when necessary, such as when the existing cargo-handling or passenger terminal building operator’s contract has expired and no operator has been selected yet.
This year, it has created STUs for the ports of Balingoan, Bulalacao, Puerto Galera, Jubang, and Lucena.
