Investments approved by the Bases Conversion and Development Authority (BCDA) reached P49.96 billion in the first half of 2026, a 535% increase from P7.87 billion a year earlier, driven largely by investments in aviation and logistics in Clark.
The approved investments are expected to generate about 4,210 jobs , the BCDA reported.
The aviation sector accounted for P33.91 billion, or nearly 68% of the total, as international aviation and logistics companies expand their operations in Clark.
Among the companies behind the investments are Lufthansa Technik Philippines, Federal Express (FedEx), and UPS International.
BCDA president and CEO Joshua Bingcang said the increase reflects growing interest among global companies in using the Philippines as a base for serving domestic and regional markets.
“Global companies are making larger and longer-term commitments to the Philippines because they see the potential to serve both the domestic market and the wider Asia-Pacific region from here,” Bingcang said.

“Our role at BCDA is to make our development areas investment-ready, provide the infrastructure and conditions investors need, and ensure these investments translate into quality jobs, stronger industries, and lasting economic opportunities for Filipinos,” he added.
Clark aviation, logistics lead
The concentration of investment in aviation comes as Clark continues to develop as an aviation, aerospace, and logistics center.
The Clark aviation ecosystem includes aircraft maintenance, repair and overhaul (MRO), air cargo and logistics operations, and other aviation-related activities.
Lufthansa Technik is developing a new widebody aircraft maintenance facility in Clark, while FedEx and UPS are also expanding their operations in the area.

“These investments demonstrate that the Philippines, specifically the entire Clark metropolis, is increasingly being viewed as a platform for companies looking to serve not just the Philippines but the broader Asia-Pacific market,” Bingcang said.
BCDA and its partners are also developing infrastructure supporting the Luzon Economic Corridor, including airport capacity, connectivity and logistics infrastructure.
Other investments
Investment activity during the period also covered residential, government and sports, and hospitality projects.
The residential sector accounted for P5.9 billion in approved investments, while government and sports projects contributed P500 million, and hospitality investments totaled P30 million.
Investment agreements during the period involved InfiniVAN, the Philippine Sports Commission, Sophia Real Estate Executives and Development Corp., Baguio Mountainscapes, Hann Philippines, and ACWA Power Philippines, as well as a consortium of GTM Networks Asia and Volksbahn Technologies.
Investment activity was concentrated primarily in BCDA’s major economic zones, including Clark and Camp John Hay in Baguio.
Bingcang said the latest figures “demonstrate how government-owned land and infrastructure can be used to attract private capital into strategic sectors while generating employment and economic activity.”
BCDA, established under Republic Act No. 7227, is mandated to develop former military bases and reservations into productive centers of economic activity and sustainable development.
Its portfolio includes the Clark Freeport Zone, Clark International Airport, New Clark City, Camp John Hay, and Poro Point Freeport Zone.
